Reports to: Superintendent of Schools

Qualifications:
Education:
•Bachelor’s Degree in Business, Business Management, Accounting or related field
•Master’s Degree preferred
•Must be certified or certifiable by the Massachusetts Department of Elementary and Secondary Education as a School Business Administrator
•Experience:
•At least 3 years’ experience in a business/finance/governmental or regional school district position preferred; and/or
•At least 3 years successful experience in an accounting or financial management position of a similar nature

Essential Functions:
•Manages all aspects of the District’s finances and related operations such as but not to restricted to: Food Services, Transportation, Facility Management and Health and Personnel Benefit programs
•Performs all duties related to the position with the:
•Highest level of professional integrity
•Strong work ethic
•Strong interpersonal and communication skills; both verbal and written
•Strong working knowledge of public school or municipal finance practices and procedures

The Director of Finance and Operations shall perform other related job tasks as assigned by the Superintendent of Schools and/or Regional School Committee.

Responsibilities:
•Manages and administers the District’s finances, including the establishment and maintenance of systems to manage the approved budget (general fund), grants and revolving funds, capital reserve funds and trust funds, student activity accounts, voucher and payroll preparation, inventory, employee benefits, debt financing, long-rang capital programs, pre-audit or internal auditing procedures, and post- audit procedures.
•Prepares the annual operational and capital budget in conjunction with the Superintendent and School Committee.
•Analyzes and controls expenditures through use of a purchase order system and budgetary control procedures.
•Manages, supervises and evaluates Finance and Operations staff.
•Supervises the preparation and verifies the accuracy of financial reports to local, State and Federal officials and agencies.
•Acts as the District’s Chief Procurement Officer and ensures that all provisions and responsibilities of Massachusetts General Laws Chapter 30B are met.
•Oversees the annual independent audit of the DCRSD.
•Manages the District’s Health Trust Fund, all insurance programs including liability, property and risk management, as well as employee benefits programs
•Oversight of all construction and renovation projects
•Maintains active liaison with pertinent town departments and managers
•Acts as designee in all non-instructional matters in Superintendent’s absence

Compensation/Classification: Independent contract as determined by the Regional School Committee upon recommendation by the Superintendent of Schools
