SUPERVISES: Business Office Staff, Facilities and Maintenance Staff, Human Resources Staff

QUALIFICATIONS:
•Master’s Degree in education, business administration or accounting preferred.
•A minimum of five years’ experience in one of the above fields, including at least three years’ experience in a supervisory capacity.
•A valid state certificate as a School Business Official is preferred.
•Knowledge of collective bargaining, Title IX, FMLA and other relevant state and federal labor laws
•Knowledge of Massachusetts procurement requirements for public entities and sound business practices
•Regional district experience preferred.

POSITION GOAL:
•To be the financial leader in the implementation of budget, personnel and maintenance systems, procedures, and policies, which maximize opportunities for the district to attain the education goals.
•To work cooperatively with school and district administrators, as well as town leaders and the finance committees in Hampden and Wilbraham.

PERFORMANCE RESPONSIBILITIES:
1.Develop and manage the school and district budgets, working collaboratively with administration and School Committee.
2.Facilitate budget discussions with staff, government officials, and the general public. Prepare timely presentation documents.
3.Manage state and federal grants for which the district is the fiscal agent.
4.Serve as chief procurement officer (CPO) for the district, including preparing specifications for such purposes, soliciting bids, examining samples submitted, tabulating bids, and recommending their award.
5.Manage and supervise all aspects of the district’s business operations, including accounting, purchasing, payroll, accounts payable and accounts receivable.
6.Work with the Director of Student Services on all aspects of the Special Education budget.
7.Serve as the District METCO Director.
8.Serve as the District Public Records Access Officer.
9.Serve as Plan Administrator for third party 403(b) administrator.
10.Oversee, consult, monitor and maintain files pertaining to all capital projects, including but not limited to MSBA.
11.Ensure compliance with financial agreements established by law, regulation, policy or to which the District is committed by agreement or contract, directing the preparation and submission of required state and federal reports including DESE End-of-Year Reports, Excess and Deficiency Certification and DESE final district grant reports, and support the annual audit process.
12.Represent the Hampden-Wilbraham Regional School District on the Scantic Valley Regional Health Trust (SVRHT).
13.Guide implementation of labor regulations, employment laws, and compliance requirements to ensure practices are ethical and legal.
14.Oversee and evaluate food services, transportation, school facilities, and human resources.
15.Implement recruitment strategies, onboarding, and other HR techniques to attract and retain talent.
16.Act as liaison with the towns’ accountant and towns’ treasurer.
17.Assist and attend all collective bargaining activities, including preparing financial analysis for all five bargaining units.
18.Prepare reports for the Superintendent, as requested, and attend all School Committee meetings.
19.Assist with the preparation and analysis of strategic and long-range planning projections related to finance, personnel, and facilities.
20.Maintain membership in MASBO and attend conferences and meetings related to school business practices.
21.Perform other duties as assigned by the Superintendent.
