Mary Bourque
Executive Director
Mary Bourque is the Executive Director of the Massachusetts Association of School Superintendents (M.A.S.S.), where she previously served as the Director of Government Affairs. Prior to her role at M.A.S.S., Dr. Bourque worked in the Chelsea school district, holding positions as Superintendent, Deputy Superintendent, principal, assistant principal, and teacher. She was a member of the Foundation Budget Reform Commission (FBRC) and played a key role in advocating for the passage of the Student Opportunity Act (SOA). Dr. Bourque’s doctoral research, which focused on the impact of student mobility in urban school districts, contributed to the inclusion of student mobility data in the Massachusetts Department of Elementary and Secondary Education (DESE) district and school profiles. In 2017 she was named M.A.S.S. Superintendent of the Year.

Tom Scott

Tom Scott
Director of Finance and Member Services
Tom Scott has served the Massachusetts Association of School Superintendents (M.A.S.S.) since 2003, having worked as Executive Director prior to his current position. Tom served in the Concord Public Schools and Concord-Carlisle Regional School districts for 29 years as a teacher, guidance counselor, principal and superintendent of schools between 1969 - 1998. He was Executive Director of the EDCO Collaborative from 1998 – 2003, providing educational services to 24 school districts and various statewide programs. Tom received his Ed.D. from Boston College in 1990.

Erica Hedrick
Director of Operations
With over 20 years of experience in education operations across public K-12, private K–12, and higher education, Erica Hedrick is dedicated to supporting systems that enable educators and students to succeed. Since 2018, she has served as Director of Operations at the Massachusetts Association of School Superintendents, where she manages day-to-day logistics, sponsor relations, event planning, and membership support.
Her previous roles include working in external affairs at Austin Preparatory School and in residential life at Endicott College, St. John’s University, and University at Buffalo. These experiences have deepened her belief in the transformative power of education and the value of mission-driven leadership.
Erica earned a Bachelor of Arts in History and Economics from the College of the Holy Cross and a Master of Science in College Student Personnel from Canisius College—two Jesuit institutions that shaped her commitment to service, integrity, and lifelong learning. She is also a proud member of Alpha Sigma Nu, the Jesuit honor society recognizing academic excellence, loyalty, and service.
She lives in Burlington, Massachusetts, with her husband and their two wonderful boys.

John Doherty
Director of Professional Learning, Strategy and Equity
John Doherty, Ed.D., has served in a variety of educator roles in public and private education, including teacher, principal, district administrator, and Superintendent for over 38 years. John retired in 2021 from the Reading Public Schools, where he served as Superintendent for 12 years. John received a Bachelor of Science in Biological Sciences and Master of Education from the University of Lowell. He received a Doctorate in Education from Seton Hall University. He has been involved with M.A.S.S. for over 20 years, serving as the Chair of the Professional Development Committee, member of REDI Standing Committee, and now as the Director of Professional Learning, Strategy, and Equity.
